London Motorcycle Congestion Charge ULEZ 2019 (Things you need to know) In this video I’m discussing the new law about riding motorcycles in London for 2019, the congestion charge and the Ultra Low Emission Zone charging for motorcycles that do not comply with Euro 3 standards. Transport for London and the London Mayor – Sadiq Khan have pushed this new policy through so that certain types and ages of motorcycles will have to pay a daily charge to ride in London.
This has been contested by many motorcycling groups such as Motorcycle Action Group and We Ride London especially for those motorcycles older than 2007. Whilst motorcycles are still exempt from the central London congestion charge, they will not be exempt from the ULEZ charge as of April 2019.
I’ll give you all the current information that you need to be able ride in London as of April 2019 and at the end of the video there is some extra information specifically for you too. This is information you really need to know otherwise if you’re riding in London next year on a biker that is not Euro 3 compliant, you will be charged or will face a penalty, which I will explain what it is too.

So in April 0:00:28.410,0:00:35.070 2019 the rules are changing for riding motorcycles in London in the ultra low 0:00:35.070,0:00:41.430 emission zone as it currently stands motorcycles are exempt from the central 0:00:41.430,0:00:46.500 London congestion charge and that will still be the case going forward 0:00:46.500,0:00:51.449 However Transport for London the Mayor of London Sadiq Khan have somewhat moved 0:00:51.449,0:00:55.710 the goal posts with the ultra low emission zones which come into effect 0:00:55.710,0:01:01.590 from the 8th of April 2019 Now in principle it's designed to ease 0:01:01.590,0:01:07.920 congestion in London and to reduce pollution but are motorcycles the best 0:01:07.920,0:01:13.680 target to solve this issue. I certainly don't think so in fact I'm a staunch 0:01:13.680,0:01:19.229 advocate that motorcycling should be encouraged within urban areas and 0:01:19.229,0:01:24.750 especially within cities to ease congestion and to reduce pollution in 0:01:24.750,0:01:32.460 general terms motorcycles are less polluting than cars and they have a much 0:01:32.460,0:01:38.189 smaller footprint thus can reduce the amounts of congestion in built-up areas 0:01:38.189,0:01:42.960 So it's a win-win situation really. So from 0:02:03.030,0:02:09.509 the 8th of April 2019 any motorcycle that does not comply with the euro 3 0:02:09.509,0:02:13.770 emission standards basically any motorcycle 0:02:13.770,0:02:22.380 that is older than 2007 from July 2007 will be subject to the £12.50 a 0:02:22.380,0:02:28.920 day ultra low emission zone charge. The ultra low emission zone is currently 0:02:28.920,0:02:36.090 designated for central London however from the 25th of October 2021 the ultra 0:02:36.090,0:02:41.580 low emission zone will be extended to the area contained within the North 0:02:41.580,0:02:48.540 Circular and the South Circular roads. So it's a massive area. So if you have a 0:02:48.540,0:02:54.990 motorcycle with an engine that is older than July 2007 then it is likely that it 0:02:54.990,0:03:00.030 will be not compliant with the Euro 3 emission standards. This means that you 0:03:00.030,0:03:06.480 will have to pay £12.50 per day to ride that motorcycle within the ULEZ 0:03:06.480,0:03:12.420 Now if you don't pay the charge and you are liable to pay the charge then 0:03:12.420,0:03:17.490 you will be fined a £160 however this can be reduced down 0:03:17.490,0:03:20.880 to £80 if you pay the fine within two weeks 0:03:20.880,0:03:27.630 It's a money-making scheme isn't it! Now if you are a resident within the central 0:03:27.630,0:03:35.460 London congestion zone you currently have 100% exemption and the ULEZ you 0:03:35.460,0:03:41.970 will have 90% exemption however this relates to car drivers or other 0:03:41.970,0:03:49.470 vehicle drivers not motorcycles. It's not clear where the riders who are resident 0:03:49.470,0:03:56.070 within the zone and who are riding older motorcycles than 2007 will be exempt 0:03:56.070,0:04:01.980 or will have a discount. On the Transport for London site and also from other 0:04:01.980,0:04:07.620 sources that I've gleaned, it isn't clear whether the exemption or the discount 0:04:07.620,0:04:13.200 will apply to rider residents of these motorcycles so we'll have to wait and 0:04:13.200,0:04:19.200 see what happens with that. Now there will be further exemptions and discounts 0:04:19.200,0:04:26.070 for vintage vehicles motorcycles and cars and also for other drivers let's 0:04:26.070,0:04:30.389 say with disabilities. Lots of that information is all held on 0:04:30.389,0:04:35.069 the Transport for London website and I've got a link in the description below 0:04:35.069,0:04:40.259 for you to go and check that out. Now there have been numerous motorcycle 0:04:40.259,0:04:46.169 groups that have tried to challenge this ULEZ that applies to motorcycling 0:04:46.169,0:04:52.229 We Ride London, the Motorcycle Action Group but so far there is no movement on 0:04:52.229,0:05:00.090 this. So it does look like that in April 2019 this charge will apply. so what can 0:05:00.090,0:05:05.069 you do? Well, Transport for London are simply stating you either get off the 0:05:05.069,0:05:10.710 bike and use public transport or you just go and buy a newer bike. They even 0:05:10.710,0:05:14.940 have a vehicle checker on their website just put in your registration and it 0:05:14.940,0:05:19.050 will tell you whether you have to pay the charge or not. I suppose the issue 0:05:19.050,0:05:24.389 here that it's forcing certain riders of certain older bikes to go and buy a new 0:05:24.389,0:05:30.509 bike just to comply with the rules but their older bikes might not be great 0:05:30.509,0:05:34.889 polluters in the first place, certainly not so when you compare it to 0:05:34.889,0:05:40.370 other vehicles. Now Transport for London TfL are using this as a deterrent 0:05:40.370,0:05:46.969 otherwise they would simply ban all vehicles or all motorcycles older than 0:05:46.969,0:05:52.620 2007 that are not Euro 3 compliant, however they are giving the riders an 0:05:52.620,0:05:57.539 option to carry on riding their older motorcycles if you will that are not 0:05:57.539,0:06:01.650 Euro 3 compliance so long as they carry on paying the charge. 0:06:01.650,0:06:07.310 Funny how paying a charge somehow nullifies the congestion and pollution 0:06:07.310,0:06:14.279 issues, hmmm! So it looks like this is here to stay you either don't ride your 0:06:14.279,0:06:20.190 motorcycle or your older motorcycle in London or you upgrade to a new one or 0:06:20.190,0:06:25.620 you just pay the charge whatever suits you most. Whilst this is discriminatory 0:06:25.620,0:06:30.960 to riders of older bikes some would argue that actually upgrading to a newer 0:06:30.960,0:06:35.940 bike won't be that expensive, well I think that's easy to say don't you?
